- 1 ½ cups all-purpose flour
- 1 cup granulated sugar
- ½ cup unsalted butter, softened
- 2 large eggs
- 1 tsp vanilla extract
- 1 ½ tsp baking powder
- ½ tsp salt
- ½ cup milk
- 1 cup unsalted butter, softened (for frosting)
- 4 cups powdered sugar
- 2–4 tbsp heavy cream
- Food coloring (neon colors of your choice)
- 1 tsp vanilla extract (for frosting)
Instructions
- Preheat the oven to 350°F (175°C) and line a cupcake pan with paper liners.
- In a bowl, combine flour, baking powder, and salt; set aside.
- In a separate large bowl, beat the softened butter and granulated sugar together until light and fluffy.
- Incorporate eggs one at a time, followed by adding the vanilla extract, mixing well until blended.
- Gradually mix in the dry ingredients, alternating with milk. Start and end with the flour mixture. Beat just until combined.
- Divide the batter evenly into the prepared liners, filling about 2/3 full.
- Place in the oven for 18-20 minutes or until a toothpick inserted comes out clean. Allow cupcakes to cool completely on a wire rack.
- In a bowl, beat softened butter with powdered sugar until blended. Add heavy cream and vanilla extract, beating until light and fluffy.
- Divide frosting into separate bowls and mix in your chosen food colors until you achieve the vibrancy you desire.
- Using a piping bag, swirl the neon frosting onto cooled cupcakes.

Store leftovers in an airtight container at room temperature for up to three days; refrigerate for longer storage or freeze for up to three months.
