- 1 cup milk
- 2–3 cups powdered sugar
- 2–4 tbsp heavy cream

Instructions
- Preheat your oven to 350°F (175°C) and line your muffin tin with cupcake liners.
- In a large mixing bowl, whisk together the dry ingredients: flour, cocoa powder, baking powder, baking soda, and salt.
- In another bowl, beat the wet ingredients: eggs, sugar, oil, vanilla extract, and milk until smooth.
- Pour the wet mixture into the dry ingredients, mixing gently until fully incorporated.
- Fill the cupcake liners about ⅔ full.
- Bake for 18-20 minutes or until a toothpick comes out clean.
- Let cool in the tin for 5 minutes, then transfer to a wire rack.
- For frosting, beat the butter until creamy, then mix in powdered sugar, heavy cream, and cocoa powder until smooth.
- Once cooled, frost the cupcakes and decorate as desired.
